Purchase a Transportation Pass
If you are going to be riding the cable cars a lot during your stay in San Francisco you can purchase passes. They come in the form of one, three or seven day passes. If you want to get them in advance, check out the visitors bureau website. These passes give you unlimited rides on the cable cars, buses, street cars, union metro, underground, and all the public transportation run by the city of San Francisco.
We generally do not recommend rental cars for most visitors simply because of the cost. Not only is there a cost for the car itself, but also for parking. You could pay for cab rides for your entire stay for the cost of what a rental car is going to be.
